YAKAP vs eKonsulta: What Changed and What It Means for You

Here is the short answer: YAKAP is the new, bigger version of PhilHealth Konsulta — same free primary care idea, but now with up to P20,000 in free medicines per year, 13 free laboratory tests, and free screening for the four most common cancers. eKonsulta, on the other hand, was never a benefit at all — it was the computer system clinics used to report your visits to PhilHealth, and it is being switched off by December 31, 2026 in favor of modern, PhilHealth-certified electronic medical record (EMR) systems.

YAKAP and eKonsulta Are Two Different Things

The most important thing to understand is this: YAKAP is the benefit program you enjoy, while eKonsulta is back-office software your clinic uses. One affects your wallet and your health; the other affects how your clinic files paperwork.

So when people say "eKonsulta is shutting down," your benefits are not shutting down. Only the old software is.

From Konsulta to YAKAP: A Quick History

YAKAP is the fourth name for the same core promise — a free family doctor for every Filipino — and each rebrand added more benefits. Per PhilHealth Circular No. 2025-0017, the benefit has been called, in order:

  1. Primary Care Benefit 1 (PCB1) — the original package.
  2. Expanded Primary Care Benefit (EPCB) and PhilHealth Tsekap — early expansions.
  3. PhilHealth Konsulta — free consultations plus a set of laboratory tests and medicines.
  4. PhilHealth YAKAP — today's program, governed by Circular 2025-0017 (published October 17, 2025), which anchors the Universal Health Care Act rule that every Filipino registers with a primary care provider of their choice.

If you were already enlisted under Konsulta, YAKAP is the same relationship with your clinic — now formalized through a First Patient Encounter (FPE) and a signed YAKAP Empanelment Slip (YES). Since May 2026, that slip is digital: per Advisory No. 2026-0029, a facial-recognition liveness check on the PhilHealth Check Utility serves as your digital signature.

What You Actually Get Under YAKAP

YAKAP bundles four benefit areas — far more than Konsulta ever offered. The official YAKAP page lists them as:

The biggest single upgrade came on February 18, 2026, when PhilHealth expanded the medicine list from 21 to 75 free medicines and added the cancer screenings. The 75-medicine benefit started in Metro Manila and Cebu, with expansion to areas like Region 4A planned within 2026. As of January 2026, there were already more than 4,000 accredited YAKAP clinics nationwide.

All PhilHealth members and their qualified dependents are covered — employees, kasambahay, indigents, PWDs, self-earning individuals, lifetime members, 4Ps beneficiaries, infants, OFWs, solo parents, senior citizens, and children under 21.

The eKonsulta Retirement Timeline

eKonsulta was originally set to shut down on July 1, 2026, but PhilHealth extended the deadline to December 31, 2026. Here is the full timeline:

  1. December 23, 2025Advisory No. 2025-0077 announces eKonsulta will be decommissioned by July 1, 2026.
  2. By April 1, 2026 — YAKAP clinics still on eKonsulta must formally declare their chosen PhilHealth-certified EMR provider to their local PhilHealth office.
  3. April–June 2026 — clinics migrate all patient data to their new EMR.
  4. June 30, 2026 — Advisory 2026-0038 defers the shutdown: per Philstar's report, eKonsulta stays operational only until December 31, 2026 to give still-migrating clinics more time.
  5. After December 31, 2026 — PhilHealth expects every YAKAP clinic to be running on a certified EMR. Newly accredited clinics for 2026 were already required to engage one as an accreditation condition.
